Educational programs in law

The department was founded in 1997 in connection with the opening of the specialty "Jurisprudence" at the Faculty of History and Law. Since 1999, the Department of Legal Disciplines has been reorganized and divided into the Department of State and Legal Disciplines and the Department of Special Legal Disciplines. In 2003, the Department of State Legal Disciplines was named the “Department of Theory and History of State and Law”, the Department of Civil Law and Office Work and the Department of Criminal
Law and Procedure were separated from the Department of Special Legal Disciplines.
Since 2005, the Department of Theory and History of State and Law has been renamed the Department of History and Theory of State and Law and Constitutional Law, depending on the needs of the specialty. In 2008, all three departments were merged on the recommendation of the Ministry of Education and Science of the Republic of Kazakhstan, and since June 2008 the Department of Legal Disciplines was established. Since 2010, it is called the Department of "Legal Disciplines".
In the West Kazakhstan State University. Utemisov, founded in 1998 with a degree in law, graduated from more than 3,000 graduates. Most of them are employed in the specialty service. The scope of activities of graduates includes positions in government and commercial structures, law enforcement agencies.
Currently, the department has 19 full-time and 3 additional employees. Of these, 1 doctor of science, 7 candidates of science, 8 masters. The department operates a scientific - methodical council, educational work, the scientific circle "Business and Law", the Legal Clinic, the forensic study. At the beginning of the school year, the Department operates according to the approved plan of the university administration.
On the material and technical base of the department there is a study room "Forensic science". The funds of the study room include a computer, a criminal suitcase, television, a video recorder, a video library of special educational films used for conducting classes (in criminalistics and criminal procedure), visual tables and charts (criminalistic albums, educational criminal cases, characterization of the appearance of a person and others). The reading room of the court session is equipped with the necessary attributes for conducting trials (judge's mantle, special forms, etc.). The department provides training in the following areas:

The mission of the department of legal disciplines: the preservation of traditions as one of the oldest universities in Kazakhstan based on the Eurasian ideas of national harmony and intercultural dialogue, which allows you to become a regional center for the modernization of WKSU them. Department of History of the Republic of Kazakhstan
Department of History of the Republic of Kazakhstan
The Department of the History of the Republic of Kazakhstan was established in March 1991. Since its foundation, the department has become a center for training qualified specialists and developing historical science.
Leading historians contributed to the formation of the department, including Doctor of Historical Sciences, Professor T.Z. Rysbekov, Professor G.A. Kushaev, B.K. Brimzharov, Associate Professor R.Z. Mukanova, and others. In subsequent years, the department formed its own academic school and continues to develop активно, attracting young researchers.
Since 2003, master's degree programs have been functioning at the department. By the decision of the Ministry of Education and Science of the Republic of Kazakhstan, a dissertation council in the specialty “07.00.02 — National History (History of the Republic of Kazakhstan)” was established in 1999, and from 2005 to 2010 a joint doctoral dissertation council operated.
An important structural unit of the department is the Archaeological Museum, opened in 2003. Its collections include unique materials obtained during archaeological expeditions since 1967. The museum collection is regularly replenished with new exhibits.

In the 2025–2026 academic year, a total of 20 lecturers work at the department. Of these, 14 faculty members are employed on a full-time basis, 3 are part-time lecturers, and 3 are practitioner-specialists invited from practice bases (schools, museums, archives) working on a contractual basis.
The scientific potential of the department составляет 71%. Among them are 4 Doctors of Sciences, 6 Candidates of Sciences, including 2 Associate Professors, 2 PhD holders in History, 1 Senior Lecturer, 2 lecturers with master's degrees, as well as part-time staff including 1 Professor, 1 Associate Professor, and 1 lecturer with a master's degree.
Over the past 10 years, the department has included 5 recipients of the “Best University Teacher” award (T.Z. Rysbekov – 2013, U.T. Akhmetova – 2014, A.Sh. Zhurasova – 2015, A.S. Baibulsinova – 2017, L.S. Serikova – 2018), as well as 5 faculty members who are graduates of the “Bolashak” program (G. Abdrakhmanova, N.B. Sabyrgalieva, N.N.Maimanova, M.G. Dyusengalieva, Zh.K. Nurmukhanov).
The research activities of the department are focused on two main areas:
– Current issues of national history and regional studies
– Archaeology.
The department actively cooperates with leading national and international universities and research centers.
Research work is carried out within the framework of grant funding and contractual projects. In 2025–2026, 6 research projects are being implemented, including projects funded from the state budget, contractual agreements, and internal university programs.

Mukhangaliyeva Zhanar Kazhmukhanbetovna
Education, Position, and Teaching Experience:
In 1999, she enrolled at the West Kazakhstan Humanitarian University named after A.S. Pushkin, which she graduated from with honors in 2003 with a degree in 030640 – “History and Geography.” In the same year, she began her professional career at the West Kazakhstan State University in the Department of the History of the Republic of Kazakhstan as a lecturer. Her total professional experience amounts to 23 years.
In the course of her professional activity, she teaches and conducts educational and methodological work in several disciplines, including History of Ancient Kazakhstan, History and Culture of Ancient Kazakhstan, Historical Local Studies, Fundamentals of Archival Studies, History of the Kazakh Diaspora, History of Western Kazakhstan, History of the Spiritual Culture of the Kazakh People, Fundamentals of Organizing Research Activities, Methods and Technologies of Teaching, and others. For these disciplines, she develops educational and methodological complexes, test materials, and examination questions, delivers lectures, and conducts seminar classes and supervised independent work of students (SRSP).
Experience in Organizing and Conducting Pedagogical Practice:
She provides methodological and scientific supervision of pedagogical, pre-diploma, and research internships for 3rd-4th year bachelor’s students in the educational programs 6B01601 – “History” and 6B02202 – “History, Archival Studies and Museology.

Purpose:
